Who approves your plan

GHMC, Cyberabad and Malkajgiri

In December 2025, 27 municipalities around the Outer Ring Road, including Shamshabad, Adibatla, Tukkuguda, Tellapur and Ameenpur, were merged into GHMC. In February 2026 GHMC was split into three municipal corporations: GHMC, Cyberabad and Malkajgiri. Tellapur and Ameenpur, for example, are now under Cyberabad.

Municipalities

Towns such as Shadnagar and Sangareddy approve buildings inside their own limits.

HMDA

The planning authority for the Hyderabad Metropolitan Region, extended up to the Regional Ring Road in March 2025. It approves layouts, and buildings in some areas.

FCDA

The Future City Development Authority, formed in 2025 for 56 villages in seven mandals, including Maheshwaram, Kandukur and Yacharam, and issuing layout and building permissions since December 2025. In June 2026 the government approved adding 37 more villages, 28 in Maheshwaram mandal and 9 in Kandukur. Check with FCDA or the HMDA website for your village.

DTCP

The Directorate of Town and Country Planning, for most areas outside HMDA and the other development authorities.

Gram panchayat

Plots in villages may get their building permission from the gram panchayat, within the planning authority’s rules.

Applying online: BuildNow

The state’s older online system, TG-bPASS, closed after 15 December 2025. According to the official BuildNow website, building and layout applications in GHMC, HMDA and DTCP limits are now processed through BuildNow.

The fees, timelines and the documents needed depend on your plot size, the building’s height and the office that handles your plot. Check the current rules on BuildNow, or with that office, before you apply.

The usual steps

  1. Check the plot

Make sure the layout was approved (or regularised) and the land use allows a house. Get the sale deed, link documents and an encumbrance certificate in order.

  2. Find the right office

Work out from the village and survey number whether GHMC, a municipality, HMDA, FCDA, DTCP or the gram panchayat handles your plot.

  3. Get the drawings made

Plans prepared to the building rules for your plot: setbacks, height and coverage.

  4. Apply and pay the fees

Apply online on BuildNow, or at the office that handles your plot, with the documents and drawings, and pay the fees.

  5. Build as approved

Keep to the approved plan. Changes during construction can cause trouble later.

  6. Occupancy certificate

Where it’s required, apply for an occupancy certificate when the house is finished.
